Billing is usually set up when the account is created. However, if you have or are planning to set up an account on behalf of a client then you will need to skip this step when creating the account by clicking ‘Cancel’ when asked for billing details.
The account will still be created but you will just need to add the billing details in later in order to be able to launch ads.
After you have logged into your account you can add the billing details by
1. Clicking Tools & Settings > Billing (Settings)
2. Entering billing details and accept terms and conditions
That is it. All done.
